*The state budget of Ukraine cannot receive over UAH 424 million in tax and licence payments from the industry’s largest taxpayer*

The [FAVBET](https://www.instagram.com/p/DRccJYBDXo_/?igsh=cG5tc2hkOWwxbHd2) group of companies reports that outgoing transactions on its bank accounts have been blocked, preventing the state budget from receiving more than UAH 424 million in tax and licence payments from the largest taxpayer in Ukraine’s legal iGaming sector.

In recent days, FAVBET’s partner banks received an unlawful demand from Danylo Hetmantsev, Chair of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, ordering them to cease servicing the group’s transactions. This has resulted in a complete freeze of all outgoing payments, including taxes, contributions and other mandatory payments to the budget.

*“We are facing a paradoxical situation: officials who publicly portray themselves as champions of tax discipline have, through their actions, blocked the ability of the industry’s largest taxpayer to transfer almost half a billion hryvnias to the state budget on time,”* FAVBET said in a statement.

According to [FAVBET](https://www.facebook.com/share/p/1W8ZFbGSZE/?mibextid=wwXIfr), such actions not only undermine the confidence of international investors and strengthen the position of the illegal market in Ukraine, but also discredit the very idea of a transparent, licensed industry.

Over the first nine months of 2025, Ukraine’s legal iGaming sector paid around UAH 14 billion in taxes. Almost half of this amount, or UAH 6.4 billion, was contributed by the FAVBET group of companies. Due to the actions of certain officials, the state now risks losing tax revenues equivalent to the annual budgets of some regional centres of Ukraine.

Ukrainian IT company [FAVBET Tech](https://www.facebook.com/favbettech) has paid more than ₴650 million ($16.2 million) in taxes over the first nine months of 2025 — nearly 10% more than during the same period last year.

Despite ongoing wartime challenges, the company continues to show steady growth and remains one of the top taxpayers among Diia.City residents.

According to the company, timely tax contributions from IT businesses directly support both Ukraine’s defense and its social infrastructure — funding everything from drones to teachers’ and doctors’ salaries.

The ₴650 million paid by FAVBET Tech, the company notes, is equivalent to more than 20,000 FPV drones or roughly 40,000 anti-drone rifles, depending on the model and procurement costs.

Taxes also help sustain stability on the home front. Beginning January 2025, Ukraine’s government plans to increase salaries in higher education by around 50%. Based on these figures, the sum contributed by FAVBET Tech could cover a year of increased pay for over 3,000 teachers.

According to industry associations, Ukraine’s gambling sector in 2025 has slowed down and faces a rise in illegal operators — a trend that directly harms budget revenues. In this environment, FAVBET continues to grow its official tax contributions and remains among the largest taxpayers in the country’s legal gaming market.

Alongside its business operations, FAVBET Group has maintained a consistent focus on charitable and volunteer initiatives. Since the beginning of Russia’s full-scale invasion, the company’s total support for the Ukrainian army and defense forces has exceeded ₴730 million ($18 million). This includes donations to UNITED24 projects as well as direct deliveries of vehicles, drones, and other high-tech equipment to frontline units.

An additional ₴300 million ($7.5 million) has been directed toward the rehabilitation and reintegration of veterans, as well as projects in medicine, technology, education, culture, and sports. By October 2025, FAVBET had implemented more than 100 charitable initiatives.

Among the company’s own projects are programs to support Ukrainians abroad, IT-education courses for children from internally displaced families, and nationwide first aid training for the sports community, which will reach up to 1,800 coaches, athletes, and sports officials.

Since 2023, the company has been the main sponsor of a comprehensive project introducing social services for people at risk of gambling addiction. FAVBET Pays ₴6.4 Billion in Taxes Over First Nine Months of 2025

When this status was determined, the company met all criteria set out in Paragraph 2 of Cabinet of Ministers Resolution No. 76 dated January 27, 2023, including that:

- the total amount of taxes, fees, mandatory payments, and the unified social contribution (USC) exceeds the equivalent of €1.5 million;
- there is no arrears on USC payments;
- the company’s average salary in Kyiv meets or exceeds the citywide average; 
- the company is a Diia.City resident.

In 2024, FAVBET Tech paid over UAH 766 million in taxes and mandatory payments to national and local budgets. In the first nine months of 2025, the company paid over UAH 650 million.

At the end of August, the first meeting of the AI Committee of the IT Ukraine Association and the developers of Ukraine’s AI Development Strategy took place in Kyiv. During the discussion, the parties outlined the key provisions of the future Strategy, current challenges for the state, business, and academic community, as well as possible mechanisms for integrating the Ukrainian AI sector into the global context — from aligning open data standards to talent development and the creation of joint R&D projects.
